It explains how the successful Ivy colleges have gotten such good portfolio performance, and how this is close enough for the small investor. It also contains several chapters getting into a few more esoteric options. It's neither buy-and-hold nor lots of trading. The basic idea is pretty simple -- buy the specific ETFs, calculate the 10 month average, and sell if the current month end price is below the moving average. You hold through the uptrends and sell when the down trend is too steep. I was somewhat worried I'd be trading every month, but the book shows how that really doesn't happen all that often.
